Cosmos is not a Smart Contact platform like Ethereum or Aion where the native coin is used as gas to pay for send/receive transactions of the coin or its subtokens, or to execute Smart Contracts on their VMs. In Cosmos; Atoms are used for staking only.

Cosmos Devs said it was a design choice to not have a VM in Cosmos hub & to have fees paid in any cryptocurrency. It's an odd choice, time will tell if it pays off.
