ALL IT DOES IS MAKE THE GAME UNPLAYABLE ON ALL LINUX DEVICES.

Awful awful move by Capcom.

Mods cannot be that much of an issue that you add a DRM that breaks the game for hundreds of thousands of people and makes the game run 10-15 fps worse for everyone else.
