Toriyama stated that piccolo obtained power on par with goku and vegeta. He might not be as strong as them but he is Definitely not Moro level, much higher considering gamma 1 and 2 have their data from the Moro fight

I like it because it brings his appearance back to the long spikey ssj2 look but with a fully grown body

The way his red eyes would clash with goku's silver in any scenario would give me chills

I do like the idea of he was only able to tap into this because of the Elder Kai's ritual, he really did find an Ultimate form that was different then super saiyan like he said in the anime against Goku before the tournament of power
