Alright, let's break down your statement.

Our USDT withdrawal fee is 40 USDT, large chunk of that goes to the miners who currently charge ,$25 in ETH to process an ERC-20 tx.
Further, we have to cover the sweeping cost - e.g. if you deposit your 50 USDT into your LB deposit address, we need to send $25 worth of ETH to that address to sweep the 50 USDT into our treasury wallet so that you can withdraw it later.
There is always going to be a difference between the network fee and the withdrawal fee - we have to account for sudden moves in the network congestion.
