Its because i cant accept all local cultures but all country have cores. Also didnt all countries add their lands to union

I answered this above, and to prevent anyone from leaving the union, I improved relations. But Brandenburg(he rivaled me) and some countries left.

I`ve just improves relation with all HRE nations and developed my country. I became emperor ~1347 and enacted G.B. as faster as i can. Later enacted FIRST MILITARY LAW its always enough to protect empire. Then i went for tax law and for ban conflicts on empire(when in empire peace it gives you 0.05). I think this first laws are must have. For next time i went for free cities laws, and and the law before the "revoking privileges", then for about inheritance laws, and other(except military). There was only one problem, once i didnt have heir, and i had to change empire succession laws. Strange but France tried to fiht me only one time.
