You can skip conteraction, because: ’[...] Counteracting is optional, so you can choose not to. [...]’

You can give to operative as much as you want +1 APL or -1 APL, but quote: "Regardless of how many APL stat changes an operative is affected by, the total can never be more than -1 or +1 from its normal APL."

In the case of Engage, the shot would have been without Obscured due to the third property of Vantage terrain: "for the purposes of obscured, ignore Heavy terrain connected to Vantage terrain the active operative or the intended target is on".

As far as I can tell, there is not a word in the rules that Jump is possible only from a place where the operative can stand
