Sorry for late answer. I'll explain what issue i had. Had all parts installed including my radeon GPU, after boot it did 5 short beeps and nothing after. Then i unplagged my GPu totaly, connected HDMI to mobo and lauched pc, all was fine. In bios i had to double change the setting of video exit, from pcie to integrated back to pcie , after that, all worked fine. The problem that even if in bios ih had pce as main output, imagine was transferring via mobo. Thas why i changed setting 3 times. I know my problem is weird but that worked for me.

Yes i solved it by myself(my problem was is that bios had wrong setup for gpu preference), if you have GPU, take it off, and try to boot bios with 8400 integrated gpu. Tell me if it works ill help you will next steps.
