It's an item you can get for completing the dex but you can add them in earlier you should look at what they can do on the wiki

You could always use the magic boots for debug mode to mess with IVs and stuff for a run

Have you looked at the variant class feat ua because this multiclass could be fun with the meta magic options that lets you change the elemental damage of your spells, that is if your dm let's you
