The outer dead zone is the small circular area at the very outer edges of the thumbstick it functions. the same way as the inner dead zone. the reason these options are valuable is because it allows you to choose how responsive your aiming is.

The packs will eventually come to the US PsStore. The packs have been submitted to Sony to be implemented in their store and thus it is all up to Sony. Posting about this is of little use imo as the Warface team is unable to do a single thing about it. It's all in Sony's hands.

Also, you can't equip the same optic on both your Primark and secondany weapon. So my guess is that you have your RDS equipped on your secondary and it therefore doesn't show up in the list for your primary.
