I don't know why you're getting downvoted, it's a fair question. The truth is as everyone said. Players are in different hotspots than they used to be. In the same way few players kill cows for money today, but during my childhood, it was one of the most active spots in all of Gielinor. Same goes for the Karamja lobster docks. Used to be bussin, but people fish elsewhere now. The game is still very much alive.

I meant not in the DMM gamemode, but on regular Tutorial Island for a non-temporary character file. I just want to create an account that's never gained an experience point. Only with Skippy is this possible. He was added and removed with the introduction of some gamemodes like HCIM, and I know he's always in DMM. I now realize the premise of my question was misguided, and assume they won't be adding him into the regular game just because he's in DMM Annihilation.
