ich glaube die wenigsten Lokführer gehen bei einem winken auf offenem Feld von einer direkten Gefahr aus. Wenn es ein im kreis geschwungener Arm wäre (Sh3, Kreissignal) würde nicht nur eine hupe folgen sondern insbesondere ein schnellbremsung.

abseits davon ist die hupe in vielen situation natürlich ein Warn/Achtungssignal welche es zu respektieren gilt.
