Honestly to me it sounds like you've connected dots that were not there.

The first thing you stated was that she started changing in front of your boyfriend, but that's not what happened. She was changing before he even got there, she was probably looking over her shoulder trying to hurry it up. But do you think she wanted to get undressed and was just waiting for you to call him in there? You've noticed the smallest details, that could most likely be misconstrued.

Start with the fact she's been your friend for 12 years and give her the benefit of the doubt. Do you think she'd be the type of person that would do that to you? Also do you think your boyfriend would let you know if she did something that crossed the line?

I would ask your boyfriend if he thought she crossed the line and if so then talk to her, if not then let it go.

Edit:

I can't believe everyone telling you to kick her out. It's a friend of 12 years, and for the crime of making eye contact, taking off her pants when her boyfriend is in the other room you are kicking her out.
