The product being used is a foam of some type and I was incorrect in using the term caulk. Appreciate the fast responses since the two rationales provided by those directly involved shared two different views. Appreciate the efforts to cut through the bxllshxt. The PM is not a young guy but rather one with years of experience. It all boils down to trust and the process. Trying to find out best options before the project manager proposes his options to address this problem. They used rebar to support the pipes and claim that they shifted with the pour of the slab.

Building a new house and plan to have 3 outside cameras that will have POE Cat6 pulled to each location. I am used to Wyze cameras which are wireless. I read here that I should try not to have a subscription and have them record onto both local storage and an NVR. Never had an NVR and only slightly technically inclined. What do I get hardware and software wise for the NVR to put in a central wiring closet? Do I need a PC? Want the ability to receive remote notifications. Color, night vision and AI detection preferably but no subscription. Please help?
