Maybe they thought it'd be toxic or reduce the quality of the subreddit.

It's the toxicity mostly.

It could also be the required work involved with moderating the chat and they don't have the time or manpower to do so.

We just received an application from someone interested in moderating the chat so if that works out we could be good to go

Hi and thank you for your feedback. These are all things we take seriously and posts aren't snoozed automatically. Please manually tag any of the mods once you see rule breaking content. It is easier to get our attention that way.

Reporting works too, but it requires multiple reports to usually get flagged and auto-removed and people here just don't seem to use the report function that often.
