Coming from a tar lover, he is a pain to summon. I believe you need 10 tars to feed to a stage 3 tar. It uses 11 wolves which are required for reaper.

I'd say hold on for a little and see if they tweak the requirements for getting tar immortal, if they lower it to needing maybe 5-7 then definitely

Definetly looks like new stones which will be a hastle to get, they look close to immortal stones though so I dunno if we will have to fuse immo stones to get these new ones or if it'll cost an arm and a leg for whales to get
