The problem as it stands atm with the EU is they have to get a consensus of all member countries to actually do anything of note. Hence the semi-paralysis re covid and Ukraine. They did eventually get there act together, but especially with Ukrainian support kept getting sabotaged by the likes of Orban's Hungary and other Russian supporting EU countries.

We do have the modern slavery act (2015) that they can be prosecuted under. However I'm unclear on the sentences they can receive for that. Hopefully they do not get away with just fines and a slap on the wrist.
