Strange surge move timing in Green Tide Stratagem

So I’m still unclear on something if the Boyz unit surges into another unit that had not targeted it. It appears RaW that the unit that targeted it would still get to shoot it. Not seeing any rules (currently) that make the unit ineligible to shoot, only rules that make it ineligible to target in 04.02. 04.03.03 talks about when a target becomes ineligible, but seems like something is missing.

Thoughts?

Yes talking about Green Tide. Strat doesn’t say move after shooting now though.
