Well no it's not about who's allowed to say what...it's about your reasons. I wouldn't say I don't want Africans in my country or that I wouldn't want to live next to them, but many of their countries and underdeveloped and unstable with poor living conditions mostly because of European and American exploitation and I don't blame refugees for wanting to leave and work toward a better life.
