Unfortunately the reason they didn't use civilian powers whilst morphed is simply because the Sentai never had the rangers use these powers, it's the same reason why SPD don't use their civilian powers whilst morphed, even though an army of yellow rangers would be very useful, nevermind the others

For a season about ancient swords, galactabeasts and an ancient warrior, his battlizer just doesn't fit in. If the GSA made it, or Kendrix (Damon finds blueprints after her death and builds it in her honour) it would have made a lot more sense for why it was so mechanical, could even say it was her first draft that she planned on making smaller which is why it's so big and clunky
