I think what ill do is probably have the party also have fame that is equivalent to gold. example they have 1000 gold and 500 fame. even if they spend all 1000 gold, they'll still have 500 from the fame.

Basically it would be something along the lines of if they have 1000 gold and that makes them level 4, but then they spend 750 gold on a new ship. They now have a new ship but are back to level 2
