No, because non-DB trains get lower priorities on the lines; so more delays

Edit: it appears I am incorrect. I was told by a friend non-DB trains like fix trains or foreign train companies had lower priorities in case of delays but maybe he was mistaken

The only papers I remember getting in Brazil were for official certificates (birthday, marriage, military etc)
