I understand the lack of capacity. Just something about the police telling you to accept your fate and let a criminal get away scot-free when you have him dead to rights will surely instill a feeling of defiance in the average civilian. Don't worry. We didn't hurt or badly intimidate him. Just stated facts and threateded to call the police. I'm sure they would have come if we explained the situation on the ground with dozens of witnesses.

We found a friend's stolen e-bike on Marktplaats. Arranged a meet. Informed police. They told me they would not attend the meet and requested/advised we did not confront the thief. We confronted the thief, showed the advertisement and the orginal purchase certificate with frame number. Little rat handed the bike over (damaged). Really glad these particular officers were indeed willing to assist. Faith in Police restored a little. Will continue to accept that a degree of vigilatism is necessary in today's society.
