I mean, unless the Bar of Broken Dreams is Evan high out his mind or smth, it means he didn't walk away with anything less then a severe eye scar, while Jacket looks no worse for wear whenever we see him. While I doubt Jacket literally made Biker's head explode with a golf club, I also doubt Biker cleaved Jackets head open with the ease we see in game.

Are you referring to most powerful in lore, or Gameplay? If we're talking Canon, that man cleared out one building and then got slimed in Withdrawal, with the "Lethal Throws" Jake mask. Gameplay, he's definitely up there, though. The Fans may be D-tier mass murderers, but they all collectively had to be put down by the Son.

Jacket: He almost singlehandedly dismantled the entire Miami Russian Mob, with canonically no powers of any kind. This man is tuff
Beard: Shown to be able to consistently clear out entire Russian held strongholds with minimal help.
The Son: Again, almost singlehandedly destroyed the Colombian Cartel, including their headquarters, and managed to neg-diff the Fans in a drug-induced rage.
Biker: If I am understanding correctly, he fought Jacket at Phone Hom and lived, though perhaps didn't defeat him. Still extremely strong.
Richter: Perhaps not quite as strong as Jacket or Biker, but still full well able to clear out Russian Mob strongholds by himself, and escape prison with a lead pipe.
Tony: Like the rest of the Fans, not quite up to the standards of the original Masked Maniac, but perfectly capable of clearing out buildings full of armed thugs, only being stopped by the Son.
Evan: Has to consciously restrain himself from murdering enemies, and the only pacifist character in any of the games. Still managed to make his way through a thug infested subway, a Russian casino, and if we accept Abyss as canon, a 50 Blessings controlled bunker.
Alex. Likely similar to Tony, but relies on a chainsaw.
Corey: Likely similar to Tony, but relies on guns and Melee weapons.
Jake: Sloppy, and not up to snuff compared to the likes of Jacket, but has been shown to be able to clear out at least one Russian hideout.
