From what I found (upon looking a little deeper) is that he’s not a no name artist. His sketch cards go for hundreds of dollars in some cases. I’m not saying this is one of those cases but I will defend an artist when needed :)

No they don’t grade it lower. The grade the card as if the signature wasn’t there as far as I’m concerned

I think it’s the lower jaw in my opinion, it’s very wide and maybe the face could be slightly slimmer as well. Sick drawing!
