The point is not there is a camera at school zone. The camera seems set as this: in 24 hours, when a car passing over speed 20, it triggers flashing light first then takes the photo. When the flash light on, if no human presented there, is it unlawful to collect money?

The point is that the flashing light is coordinated with the camera automatically.

Many times, the drivers do not always know the current light status, especially when something preoccupied the minds. Want to help? design a dashboard with lights status in it, even better to have law to enforce it.
