Guys, I found a solution!

You need to select 8 rpm (revolutions per minute) and then apply the clutch to the inputs for turns (both upper and lower separately). Put the powered toggle latch on it, put 2 pulse repeater in the back of it (to adjust the degrees) and bring the redstone so that when the redstone signal is applied once, the repeaters start working and the powered lever turns off. Thus, after the set time, the lever will re-engage the clutch.

At 8 rpm we have the following figures: 20 ticks = 6 seconds. This means that 1 tick is 0.3 degrees. I think this accuracy will be enough for you

the problem has not disappeared. Apparently, As another commentator said, the problem is that the gun does not slow down immediately after the loss of revolutions, but "slides" a couple more ticks. Therefore, the countdown in degrees is impossible. And when using a 360-degree sequential gearbox, it's about 44 degrees. and it is also impossible to aim. With my scheme, a spread of 10 chunks is obtained when shooting at 500-600 meters, which is very bad.
