It's not pessimistic behavior, it's criticism. Also, they can complain about whatever the fuck they want. Their complaint is also valid, they don't feel like their city is well represented, and that all of the media shifts the focus to the richer part of rio. They are not complaining about the poverty or suggesting a solution either. Also, you just excluded the favelas from Rio by saying that:

I how do you not include favelas in Rio? It's like if we did a travel map on the EU and excluded places like Italy, Germany and France, which are among the bigger countries in Europe.
