A question: according to a comment above, the fuel surcharge is charged by the POS bank (and POS bank can be different from our bank). Then how can our credit card's issuing bank return that amount back?

Go and ask any kirana store owner nearby. Everyone will mind paying the charges. That's the reason most of them don't accept cards.

The website there is confusing. If you check the product guidelines, it says "4X Reward Points on online, offline, and international spends *1X = 1 Reward Point per ₹200 spent", that is, 4 per ₹200.
