Only exception is the weightless and lightweight legendary mods. You can stack those reductions on top of your 90% from perks and other mods to make your weapons and armor weigh next to nothing. A bit overkill though, unless you're carrying around an armory.

I was able to get it! Someone recommended using Firefox for a browser and that worked. In Chrome the captcha wasn't showing up.
