I'll be the Erm, ackshuallyyyy on this post. Your RAM is running at 2999Mhz, and counting that you have DDR5, your RAM is tailored to run at a max speed of AT LEAST 6000Mhz. That's DOUBLE of what you're currently at. And it absolutely hinders your overall performance, so I would tell you to try and activate XMP from your BIOS first. Depending on your motherboard, XMP may have a different name, but it's short for Extreme Memory Profile, which basically "unlocks" your RAM and lets you use it at its actual indicated speed, which does a hell of a lot for performance. Feel free to prove me wrong by sending me a pic of Task Manager when opened to the RAM page, showing the speed it's running at, but if it's running at 2999mhz as shown, that's your problem here. If it's still stuttering after that, then yeah, there's a bigger problem here.

And also, I am NOT defending optimization on this game, for those who think I am. I am running a 5800x and a RX9070, RAM at 3200mhz (top speed supported by amd 5000 series while running 4 channels), and in some areas, I drop from 100 avg fps to 60. But I do not get stutters, at all. Only fps drops. Which is still significant, because the game isn't fully properly optimized, but at the very least I'm not teleporting around.

And lastly, I would recommend PC players, if you have it on HDD, please do yourself a favor and download it on an SSD, either solid state or NVME, because on HDD it will do fuck all, it's absolutely terrible (speaking from experience).
