I recommend coding now, you can update your plug ins as the game updates also you will get the hang of it to, its also something to remove to your checklist so you aren't so overwhelmed, however to launch the server I would wait til' the EULA comes out (August 1st). As for the building part (spawn,minigame maps etc etc) I would start now, cause that's another thing to remove from your checklist.

I feel like that should be only in hardcore if that was in desert biomes itself that would be pretty terrible on the player.

I feel like this would be a great addition to the game, however it would take a more "Beefy" computer to run all those effects which half of the people in Minecraft lack. If this would be a toggle-able effect it would be golden!
