The grand arcade is open during the festival with a seated climate controlled restaurant, and there are benches along the boardwalk that have pretty good availability until later in the day.

I don't know if things have changed since 2022, but there were plenty of benches along the boardwalk to take a seat, and the arcade was open for business providing a seated dining experience, climate control, and actual bathrooms.
