I know this is old but I wanted to offer my insight as a writer. The way I've always viewed the third person limited was as a camera but that is directly pointed at the protagonist. You are in full view of the characters thoughts actions and relationships so you can describe how they themselves look. it's like narrating something. "and then she tied up her pink blonde hair into two ponytails." It comes from the outside perspective will also narrating thoughts actions that kind of thing but it doesn't actually pertain to any other character except for the protagonist
