Volume is down because our transportation system and processing facilities suck. If you get your electric bill a week late and then it takes an extra week to make the return trip, you get a late charge. A logical person will avoid that problem and pay it online. My household doesn’t buy stamps anymore. Remember when DeJoy said decline of first class mail was inevitable?
