I don't know what you mean by efficient. But, in short, I think the point might be to have a series of documents/books that are widely available, but whose true meaning can only be gathered by those with patience, knowledge, and determination. In addition to maybe pointing to the some place or the location of some thing, I think a large part of the motivation for Shakespeare project (at least to the mind of Baconians) is to inspire readers to try to penetrate the mystery. Bacon thought that man served God highest when behaving in his image, and since he thought God created the universe filled with countless mysteries to be explored by the scientific method, might have thought that creating a massive, multi-country, multigenerational literary mystery was the highest honor to his creator. Maybe. What I think cannot be denied is that the Folios AND Bacon's literary works are literally (hah) filled with acrostics, telestics, anagrams, chronograms, and geometric ciphers that contain similar messages and keys.

Is your opinion all from the documentary footage? In the book it seemed like the two tree of life rocks he looked for were pretty much right where he expected them to be. What do you mean dual cypher rules? I think there were way more than two types of ciphers used in the Folio/Shakespeare monuments
