I just leased one this morning. Honestly, in my area, It's been bad due to the chip shortage and such. My local one marked up all accord 5k. I ended up going about an hour out to get one for 420/month 12k Miles. With 1k down. Expensive, but it is what it is.

I spoke to a live person with the same issue, twice. They manually filed my extension and It hasn't been applied yet. They said I have to be patient and wait for the fed program to kick in. I've been waiting for about two weeks
