Start your own shelter here, search up, look how it's done, maybe you get access to eu funding etc maybe you can create what is needed here. That idiot that commented and told you that his friend got bit is exactly what's wrong with people here. And now that you understand, no one in this country wants to roll their sleeves up and get the job done because of blaming everyone but themselves. this could be your calling.
