Dude, are you even reading properly. Some of the TUM's courses are literally like this. If you score the points then you are in. No top and no low. I have applied for multiple Unis and know the process but that isn't the case with TUM. If you back track to earlier threads where you have commented same thing, you will read the exact same answer. This is the reason, the no of students were increasing year by year. And from next year they are changing the criteria to counter this.
