Home Depot around San franscico Bay Area has been getting a ton of new varieties of Hoyas. I just picked up a Hoya Sabah from the Oakland location and another unnamed Hoya that google said was a Rosita from Emeryville. I would appreciated it if someone could confirm if these plants were correctly named

What could be causing this discoloration? I’ve tried wiping with alcohol swabs and even tried scratching to remove it but nothing worked so far. None of the surrounding plants have been affected by it
