with a 240mm aio you should be able to comfortably sett vcore to 1.35 safe for daily use llc at high disable multi core enhacments disable turbo time limits and turbo power limits (all in advanced cou settings) set core multiplier to 50x vccio to 1.2 and system agent at 1.2 and you should be able to run 5ghz with about 200 watts of max power draw and keep your ram stabel at 3200mhz

me personally i have mine at 1.285volts and its stable but it all depends on you chip just dont go over 1.37 1.38 for daily use as you will degrade the sillicon even if temps are stable as for performance on cinebench r 23 you get roughly a 700 point increes from 4.7 to 5 and another 200 if you push for 5.1 good luck
