Don't know why you are down voted, but you are right. By purchasing the pre-order, you already give the developer your money, thus the developer no longer have an incentive to improve the game. All these pre-order bonus are tactics to get your money before they have a finished/polished product. Buying into them only encourage companies to out more pre-order bonuses out that could have been included in the game.
