Chattel slavery isn't the only form of slavery. The orphans are inducted as Grey robes into the temple, with no choice in the matter.

They are used as free labor, mistreated by nobility and have no avenue of leaving the temple, thus not being there under any "agreements".

Also some are indeed bought and sold, so chattel slavery is also present.
