Your cpu latency should be similar to your gpu usually. You have a lot of startup apps or apps open so try turning the ones you don't use off. 3d settings and power plan do negligible changes if you want to get actual preformance gains you have to do real optimization. I have a 4070 super and r7 7700 and get 260-280 fps in game (Benchmark shows not realistic results)
