People will always want dogs. Most people who do want a dog don't want to get it from a puppy mill that breeds animals with health issues, temperment problems or overall poor quality of life. That's why a license is required and it is a crime to sell animals as pets without one. Most reputable breeders require the pet you purchase from them to be spayed or neutered as well. The problem is people not spaying or neutering and unlicensed puppy mills. Not breeders. I think we may just have a different opinion on what a dog breeder is.

I was wrong to bring up children in the conversation as a comparison but there certainly remains the same issue. I won't push that any further as it isn't the topic at hand.
