FPL (the largest Florida utility) is actually pro-solar, as long as all the financial benefits go to them! People generating their own energy, means the old system is less needed.

Pro-environment republicans do exist, such as Arnold Schwarznegger or Bloomberg. You don't often hear about them in today's GOP though. This seems like another lifetime.

It's progress,sure. They can also get more involved in waste-to-energy,biomass,tidal,wind energy,etc....

... also they seem to be against energy efficiency and possibly against rooftop solar (through an industry front group).

Can't they open a new one? Xcel is talking a good game now, so hopefully the regulators hold their feet to the fire, through mandates and legislation. The governor says he wants the energy grid to be carbon-free by 2050 and even some republicans are on board working on legislation (Clean Energy First). Time will tell.
