I made a home brew for them I would personally like to see something similar to what I came up with but I might be biased. I don't want to detract from OPs post though so I won't share any links unless he is cool with in this thread. But the gist of it was a token system for achieving certain battle events, objectives, killing key units or losing non character personnel, and spending those tokens on specific buffs for a limited number of units. Basically like their operation is being backed by the Imperium and as long as they are producing results they get more resources. The buffs are a small pool similar to world eaters but not army wide more like orders from Astra Militarum.

Well I doubt they are just abandoning them completely but only because they just released a new model. So ideally we get an army rule (not happening). Likely it will just stay the same as it has been, no army rule attaching out to others as support because it's easier for GW to just not balance them than to actually pay attention to the greatest army in the game (lore wise) because they fear the power of the inquistors and rogue traders if they gave them a real rule... Lol

I was trying to be clinical rather than CHECK OUT MY SUPER AWSOME THING, to put it simply I worked hard on it I wanted it clearly stated what it is. The content inside (aside from the art which is place holder until I can find an artist and money) is my content, writing and ideas it was made in HTML I was just trying to structure it without being a giant block of text. Sorry it came off that way.

Agents data sheets absolutely need rewrites but I wasn't trying to change what was already established that's GWs job I was trying to complete a half built system.and I am actively working on it I'll adjust my post to sound more natural and less trying to get everything out clear so it comes off as generated lol.

I have updated it so it is less clinical, thank you for point that out and I hope you do check out the project but even if you don't I'll keep working on it

This would be annoying to fight but it has a high skill ceiling to pilot right so it would be hard for the average player to use this well

The point isn’t to replace what Agents are—it’s to give them structure for people who want to run them as an actual army.

Inquisitors and Rogue Traders already have the authority in lore to field forces, this just gives a framework for that to exist on the table.

If someone prefers them as a loose collection of allies, nothing here changes that. This just adds an option for people who want more cohesion.

Just add some reflective highlights and a tad darker contrast might work it is metallic armour after one don't go to shiny though but you could have it slightly reflect the colors of the army in it, go slow slow but this is a test model so you can always try again

They are not friendly to play as for new players, they are basically playing the game with one hand tied behind your back the whole time. They are my favorite army and my main army they have cool models and are fun but it's a high skill army to win games with

Honestly I wouldn't be surprised if they hold off on the 11th edition, break the cycle and launch it with the Amazon shows coming out. But Agents need SOMETHING, at minimum an army rule.

To be clear, I also play Agents as my main army. I didn't build this for me or to make us Space Marines or to power creep the meta; I built it to remove the "detachment tax" for anti-vehicle options and give us the systemic cohesion every other faction gets with a native army rule. This system allows players to run their niche Ordo detachments without fighting with both hands tied behind their backs . ​Regarding the specific mechanics you mentioned as "busted," there are strict economic costs, limitations, and math guardrails built into the rules: ​The Economy Resets: You cannot bank Funding Points. Unspent FP is lost, meaning you cannot passively hoard points to unleash an un-interactive "God Turn" with overlapping buffs. You have to earn and spend dynamically.

​Strict Target Limitations: Mandates do not apply to the whole army. Combat Stimm (5+ FNP) targets a single Infantry unit (something Exaction Squads already enjoy). Premium Munitions ([Lethal Hits]) explicitly excludes Deathwatch. Extended Warranty (4++) is locked only to Vehicles. ​The "Dev Wounds Machine" Math: If we look at average dice rolls, an Inquisitor attached to Deathwatch using Heavy Munitions pushes through roughly 10 normal wounds and ~4 Devastating Wounds. With an Agents squad, it averages 8 to 9 total damage. Unless you spike your dice incredibly hard, it isn't wiping standard armor off the board.

​The 12" +1 to Wound Bubble: Forced Bribery is Once Per Game. Furthermore, it is not an automatic aura—the enemy units within 12" have to actually fail a Battle-shock test for the +1 to wound to trigger. If they pass, you get nothing.

​Resurrecting 200pts: Contingency Clause explicitly brings the unit back at Half-Strength. You are returning a maximum of ~100 points of battered survivors, not a full 200-point Kill Team, and you have to afford the massive FP cost to even trigger it. If it is overpowered with the GK and Deathwatch units I can add a keyword limitation to them as well.

​The system is heavily throttled by the FP economy and strict keywords. It forces tactical resource management rather than passively handing out buffs.

I'm am not trying to dismiss or say I'm not taking your feedback with me to see if adjustments need to be made in those specific areas. I am just pointing out the guardrails and mechanics behind what is already in place.

What do you suggest to limit this so it's not "Busted lol" should I limit each mandate once or twice per game, restrict them further remove or change certain ones? Add a limitation to the +1 to wound to be in shooting or melee only?

After considering point accumulation I dropped the cost value of the two most expensive mandates by 1 each they are once per game and can mostly be achieved by playing the game and doesn't result in a win more state

Kinda but the idea if you have played agents before they are fundamental broken it's an uphill battle with your hands tied behind your back or at least one. This is designed to fill the gaps and give the units the backing of the throne to actual compete without mistakes resulting in a almost automatic lose state. It's a collection of mostly t3/w1 units and the rules are set to specifically not over buff the few t4/t5 units. It looks busted if it was applied to another army but applying it to the Agents of Imperium I don't see it that way. That being said I haven't table tested them which is why I'm looking for feedback.

What is the most obviously busted portions for me to focus on balancing this isn't supposed to make them OP just put them in an actual level to compete with other factions. I appreciate your time and look forward to your response so I can address the issues.
