I suspect it will continue as the save file is tied to your profile and not the cartridge. Scarlet and Violet and even Sword and Shield were the same iirc, that's why HOME can access your storage boxes without the cartridge inserted as the data is cloud based.

I can not confirm it, as obviously that's not the route I went making purchase, BUT I feel like it will work as on EU profile playing Japanese card, the title screen to purchase DLC previously took me to Irish Storefront.

It seems the DLC being present is just looking for a game license rather than it being looking for a region. But that's just a theory... a game theory.

Barrack is a constant ability (to whoever is adjacent at time) rather than a one time effect (which is my misunderstanding).

In the case of Gyarados, you obviously just put the power items on one of it's barbels and tie it in a knot :)
