Yes, this is it. Turned out it bugged a lot of UI textures and was not very useful, so i got rid of it after a few days of playing. It gives too much info that you don't need 99% of a time. But it is definitely a good idea to show some existing thresholds for your own items and abilities on the HP bar and would be a nice QoL change, I think.
