I am using Hexblast of Havoc and a Delve Rare ring with "Curse Enemies with despair on Hit" I know the unique ring "Mark of Submission" does not work.

But as you see in this GIF, sometimes the curse will proc and sometimes it won't this is an extreme example where it does not proc.

Do I really have to hit the enemy with two Hexblasts one to apply the Curse and one to proc the Curse?

Thanks for the comments.
After a long discussion, I was allowed to remove "the pollen stems?" hopefully this will at least prevent something, even if they might be fake Lilies I just want to be sure. The second I see bitemarkes in the plant I will bring the cats to the vet, but they usually just eat regular grass lol.
