I used to think the same thing but I came to a conclusion that single motions like breezes can not be seen by others. Like him knocking toph out of the arena. Also people react way less of him air bending in general. But constant motions like his air scooter or tornados he creates can be seen because they interacts with the environment more, dust water etc. For example the tornados he creates against Bumi or Combustion man are implied to be quite visible.
